This year's edition of Latin America and the Caribbean in the World Economy is divided into seven chapters.

Chapter I contains an analysis of recent trends in the main industrialized and emerging economies and reviews the possible impact of the financial crisis that began in the United States on the world economy and on the economic and trade performance of Latin America and the Caribbean. The effect of the crisis on the prices of commodities (especially food and oil) and the implications for growth, inflation and the region's external sector are also examined. Lastly, the chapter looks at the region's trade figures for 2007 and projections for 2008.

Chapter II describes recent developments in the Doha Round, including documents disseminated in July 2008 on negotiations relating to agriculture and non-agricultural market access. It also provides a summary of the main advances and obstacles emerging from those negotiations, with emphasis on the repercussions for Latin America and the Caribbean.

Chapter III discusses some new trade-related topics: (i) new security requirements for freight transport; (ii) the development and legal status of private quality standards; (iii) the state of play in discussions on trade and labour rules; and (iv) the debate on the links between climate change, trade and the multilateral trading system. It is argued that these and other issues will be on the international agenda for the next few years and that the region must begin to form unified positions on such topics.

La presente edición del Panorama de la inserción internacional de América Latina y el Caribe se divide en siete capítulos. En el capítulo I se analizan las tendencias recientes de las principales economías industrializadas y emergentes y se pasa revista a los posibles efectos que la crisis financiera iniciada en los Estados Unidos tiene en la economía mundial y el desempeño económico y comercial de la región. Se examina también el impacto en los precios de los productos primarios, sobre todo petróleo y alimentos, y en el comportamiento del crecimiento, la inflación y el sector externo regional. Por último, se presentan los resultados del comercio de la región correspondientes a 2007 y las proyecciones para 2008.

En el capítulo II se revisa lo que ha ocurrido últimamente en la Ronda de Doha, incluidos los documentos distribuidos en julio de 2008 sobre las negociaciones en materia de agricultura y acceso a los mercados para los productos no agrícolas, y se ofrece una síntesis de los principales avances y obstáculos que emergieron de tales negociaciones, con énfasis en las repercusiones sobre América Latina y el Caribe.

En el capítulo III se discuten algunos temas nuevos relacionados con el comercio: i) las nuevas exigencias de seguridad que debe cumplir el transporte de mercancías; ii) la evolución y naturaleza jurídica de las normas privadas de calidad; iii) el estado del debate sobre el comercio y las normas laborales y iv) el debate sobre los vínculos entre el cambio climático, el comercio y el sistema multilateral de comercio. Se argumenta que estos temas, entre otros, formarán parte de la agenda internacional en los próximos años y que la región debe empezar a unificar posturas en esos ámbitos.

En el capítulo I se analiza la coyuntura económica internacional con una mirada de mediano plazo, en el capítulo II se revisa la evolución del comercio regional durante la actual crisis, tanto desde una perspectiva a largo plazo, como en un horizonte más coyuntural y en el capítulo III se examinan los espacios de cooperación regional en América Latina y el Caribe.
