eLAC is a plan of action for Latin America and the Caribbean, according to the Millennium Development Goals and the World Summit on the Information Society (WSIS), with a long-term vision -towards 2015- which states that information and communication technologies (ICTs) are tools for economic development and social inclusion. The Economic Commission for Latin America and the Caribbean, ECLAC, acts as the Technical Secretariat of this regional action plan, monitoring advances, publishing information bulletins and exchanging information among the stakeholders.
