What does ECLAC Subregional Headquarters for the Caribbean do?

The ECLAC Subregional Headquarters for the Caribbean undertakes research and analysis, conducts workshops and training programmes, convenes technical and ministerial meetings and provides technical assistance and advisory services to governments within the region. The ECLAC Subregional Headquarters for the Caribbean also functions as secretariat for Caribbean Development and Cooperation Committee (CDCC) and the Programme of Action for the Sustainable Development of Small Island Developing States (SIDS POA).

The thematic areas of specialization of the ECLAC Subregional Headquarters for the Caribbean are:

What is the CDCC? How does it relate to ECLAC SRHQ for the Caribbean?

The CDCC is the Caribbean Development and Cooperation Committee, a permanent subsidiary body of the Economic Commission of Latin America and the Caribbean (ECLAC). The CDCC acts both as a coordinating body for the development and promotion of cooperation activities towards the sustainable development of its member countries and as an advisory and consultative body to the Executive Secretary of ECLAC on issues of particular relevance to Caribbean countries.

The structure of the CDCC comprises the following:
1. The Session of Ministers
2. The Monitoring Committee
3. Such other subsidiary organs as may be established by the Session of Ministers

The CDCC through its Monitoring Committee drafts and follows up on the biennial work programme and the annual budget approved by ECLAC for its Subregional Headquarters for the Caribbean. Likewise, ECLAC through the Subregional Headquarters for the Caribbean acts as the Secretariat of the CDCC.

 
What are the sessions of ECLAC and when and where do they take place?
Every two years (in even years: 1998, 2000, 2002, etc), technical- and ministerial-level representatives of the member States of ECLAC meet to discuss substantive issues relating to the economic and social development of the region, to review the Commission's activities during the preceding biennium and to determine its Programme of Work for the next two years.
 
What are the funding sources of the ECLAC budget?
ECLAC budget comes from two sources: (1) the regular budget of the United Nations, which is financed by assessed contributions from the States Members of the United Nations; and (2) extrabudgetary funds, which are provided by voluntary contributions from Member States, programmes and funds of the United Nations --such as the United Nations Development Program (UNDP), the United Nations Population Fund (UNFPA) and the United Nations Children's Fund (UNICEF)-- as well as other foundations and organizations. These funds are usually earmarked for specific projects that have previously been agreed upon by ECLAC and the relevant donor.

ECLAC Subregional Headquarters for the Caribbean provides opportunities for students who are enrolled in graduate and post-graduate programmes from diverse academic backgrounds to undertake an internship with one of its various units located in Port of Spain.
