The Regional Action Plan was officially approved at the Regional Latin American and the Caribbean Preparatory Ministerial Conference for the World Summit on Information Society, on June 10th, 2005, in Rio de Janeiro, Brazil.
The Plan was based on dialogue and cooperation between all Latin American and the Caribbean countries and on the construction of a shared political consensus and strategic vision. It is a regionally concerted public policy agenda which recognizes the importance of information and communication technologies (ICTs) for achieving the economic and social development for the countries of the region.
eLAC2007 had two types of goals:
• 7 objectively quantifiable results-oriented goals
• 63 action-oriented goals setting out the next concrete steps to be taken
eLAC2007 envisaged three lines of action:
• Enhancing knowledge and understanding in critical areas;
• Formulating and strengthening concrete initiatives and projects at the regional level
• Intra-regional dialogue to support the development and implementation of national initiatives.
Thus, depending on the potential benefits pursued, the different eLAC2007 activities could be classified by orientation, with some being geared towards actions and others towards quantitative results. Action-oriented activities were associated with the promotion of regional projects and the enhancement of knowledge in critical subject areas. When it comes to the promotion of national strategies, some activities were action-oriented and others, results-oriented.
