The Plan of Action eLAC2015, adopted at the Third Ministerial Conference on the Information Society in Latin America and the Caribbean, agreed to establish 14 working groups.
The working groups provide a forum for cooperation among countries in the region, involving actors from government, civil society, private sector and academia, among others. The objective of the working groups is to strengthen and find spaces for communication and collaboration in order to encourage and promote the implementation of the Action Plan eLAC2015. The activities of the working groups are to guide their work in accordance with the guidelines and targets that have been agreed in eLAC2015 and constitute temporary committees or task groups for specifics tasks or actions.
The working groups have a chair and vice-chair, under the responsibility of the countries designated in each case.
The Regional Action Plan for Information Society eLAC2015 recognizes 14 work groups: i) access and infrastructure, ii) E-government and interoperability, iii) technological waste, iv) ICT and Health, v) Innovation and appropriation ICT in SME, vi) digital content, vii) software and information technology services, viii) E-work ix) Regulatory framework of information society, x) E-commerce, xi) Internet Governance, xii) Gender, xiii) Funding and xiv) Digital development in education.
The responsibilities of the Work Groups under the Plan, are: "i) To guide its work in accordance with the guidelines and targets that have been agreed in eLAC2015, ii) Set up temporary committees or tasks oriented to deliver a product or performance of a specific action." The Plan also determined the composition of the Working Groups as follows:
- Countries will be in charge of the Chairs and Vice Chairs of the Working Groups.
- Each country shall indicate the national institution that will participate in the working group and the person or persons to represent it.
- Each country will identify international and regional agencies, entities, associations, NGOs and individual experts who have the right to speak. The technical secretariat and other international agencies can make suggestions to the chair of a work group.
Any person, institution or organization, from the public or private sector and the civil society that wishes to participate in Working Groups of eLAC2015, can do so, without any conditions or prerequisites, and must only make a contact with the Chair or Vice Chairman of the Work Group in order to manifest the intention to participate in group activities. Following such requests, the focal point of the country from which the participant represents will be notified about this request.
