Structure

The Plan of Action eLAC2015 has a follow-up mechanism with three levels of coordination and cooperation:

• The Ministerial follow-up conference
• Coordination Committee
• Focal points

Also, it has three observers, which represent civil society, private sector and the Internet technical community in the region.  The eLAC2015 structure considers also Working groups and an Indicators Commission, joint to the Coordination Committee.

Follow-up conference: according to eLAC2015, the next ministerial follow-up conference will take place in 2013 in Uruguay. This conference is the highest body of the eLAC2015 follow-up process and will be responsible for assessing fulfillment of the aims and goals agreed upon at the third Ministerial Conference on the Information Society in Latin America and the Caribbean and for making any adjustments and changes considered necessary.

Coordination committee: it is the executive organ of the eLAC2015 follow-up process and comprises two representatives from each of these sub regions: Andean countries, Southern cone, The Caribbean and Central America and Mexico. Currently, the countries that are part of the Coordination Committee are Peru (Chair), Ecuador, Mexico, Brazil, Uruguay and Cuba.

Focal points:  they act as liaison with the Coordination Committee and the Technical secretariat (ECLAC). Among their functions it is to ensure national participation in the eLAC2015 working groups.

Working groups: the Plan of Action eLAC2015 has 14 Working groups in the following areas: Access and infrastructure; e-Government and interoperability; technological waste; ICT, health and social security; innovation and appropriation of ICT by microenterprises and SMEs; digital contents; software and information technology services; telework; legal framework for the information and knowledge society; e-business; Internet governance; gender; financing and digital development for education. Each Working group is composed by a Chair and a Vice-Chair, under the responsibility of the member countries designated in each case. According to the Plan, the activities of the Working groups are: to steer their work according to the lines of action and goals agreed upon for eLAC2015, and to establish temporary, mission-based commissions or groups for the delivery of a specific output or action.

Indicators Commission: with support of the Observatory for the Information Society in Latin America and the Caribbean (OSILAC) and) in collaboration with the Working Group on Information and Communications Technologies of the Statistical Conference of the Americas of ECLAC, this Commission has the function to identify and develop the indicators that allows monitoring the eLAC2015 advances.

Technical secretariat: ECLAC will continue in its role as Technical secretariat of the process, providing technical support to the Regional follow-up mechanism, the Working groups and de Indicators commission through studies, statistics and substantive information on the information and knowledge society and associated public policies, the preparation of newsletters, the maintenance and expansion of the existing virtual collaborative forum and cooperation in the organization of technical meetings and the eLAC Ministerial follow-up conference.
