| The Millennium Development Goals (MDGs) were announced in the Millennium Declaration in September 2000. The first monitoring framework consisted in a list of 18 targets and 48 indicators that had to respond to 8 specific goals: 1. Eradicate extreme poverty and hunger; 2. Achieve universal primary education; 3. Promote gender equality and empower women; 4. Reduce child mortality; 5. Improve maternal health; 6. Combat HIV/AIDS, malaria and other diseases; 7. Ensure environmental sustainability; and, 8. Develop a global partnership for development. In the 2005 Millennium Summit it was agreed to incorporate 4 new targets to the monitoring framework. Employment, access to reproductive health services, access to HIV treatments and biodiversity rose as important subjects. The Inter-Agency Expert Group on MDG indicators (IAEG) was in charge of selecting the new indicators. The IAEG presented the revised monitoring framework of the Millennium Development Goals, approved by the General Assembly at its 62nd Session, on September 2007. To ensure coherence and consistency in MDG monitoring within the United Nations system, the new framework has been used for all reporting on these matters including the annual reporting to the General Assembly on the implementation of the Millennium Declaration. The new framework involves 21 targets and 60 indicators enumerated by targets and goals. A number of indicators were eliminated, various were modified and some were incorporated.
