 | Social assistance: poverty reduction and income redistribtion |  | | | Resumen / Abstract / Résumé: | | The project aims at improving and disseminating knowledge ?as well as providing technical assistance? on three key factors associated with CTPs and other poverty reduction programmes: 1) Institutional and operational challenges related with the programmes; 2) Adoption of a human rights focus in these programmes and, more broadly, in social policies for poverty reduction; 3) Statistical data on the redistributive effects of poverty reduction programmes and other subsidies. The incomplete coverage of the poor in many countries with CTPs, makes the expansion of these programmes as an important option in response to the crisis. However, given the limited resources, public expenditure switching strategies might be needed by financing programs targeted to the poor through restructuring generalized consumption subsidies of energy or food, or eliminating transfer schemes which involve a high fiscal burden but are not targeted to the poor. This kind of analysis, which will take into account the different impact of social spending on women and men, can be made possible by the availability of data on the redistributive effects of social assistance programmes and other subsidies. | | Objetivos / Objectives / Objectifs: | - To contribute to the debate about poverty reduction policies and the promotion of social cohesion, with particular emphasis on CTPs in the context of the current international financial crisis.
| | Resultados / Results / Résultats: | - Governments that have adopted CTPs or other poverty reduction transfer programmes have a more complete knowledge of their redistributive effects and of best practices for solving problems associated with CTPs and other transfer programmes.
- Improved exchange of experiences and sharing of information at the national and regional level on how to incorporate a human rights perspective in poverty reduction programmes
