CELADE's Thematical Areas
CELADE's structure also comprises 9 Thematical Areas, each with its own
objectives, as indicated below. It is worthwile mentioning that the activities of the
Thematical Areas may be under the responsibility of one or more than one Area Chiefs.
1. Analysis of the demographic situation and population inputs for development plans
and programmes: To provide the Planning Offices, Statistical Bureaus, Ministries,
researchers, those in charge of technical assistance, decision-makers and university
lecturers (first degree and graduates), with demographic information relevant to the
countries of Latin America and the Caribbean, for due consideration among pertinent
activities.
2. Interrelationships of population and health: To make progress in connection with
methodologies and knowledge of demographic inputs generation relevant for the health
sector, considering the multiple interrelations of population and this sector; to attend
to their dissemination among users of the health sector and population researchers.
3. Tools for the use of population knowledge and techniques in economic and social
development policies and programmes: To collaborate with the countries of the region in
the incorporation of population factors into the design and implementation of development
policies and programmes in specific sectors.
4. Policies and actions regarding growth trends and population spatial distribution: To
assist the countries in the definition of their growth and population spatial distribution
related policies.
5. Utilization of appropriate technologies and multisectoral information based on
population data for spatial identification of socio-economic investment and for planning
and decision-making at the local and national levels: To provide data processing,
geographic information systems and related instruments (software) to facilitate the
incorporation of population data in analysis and decision making by planners and other
professionals in the public, community and private sectors at the local and national
levels in such fields as health, education, poverty alleviation, industrial planning, etc.
6. Facilitating and fostering the supply of and demand for population information among
the countries of the region through the use of modern information and communication
technology through regional and international networks: To promote the inclusion of
population variables in the formulation and implementation of development policies and
action in Latin America and the Caribbean by strengthening the production and
dissemination (supply) of population information and, at the same time, fostering and
facilitating the use of this information by primary and secondary users (demand) in the
public, community and private sectors, at the international, regional, national and local
levels.
To enhance the coordination of regional, national and non-governmental population
information activities in Latin America and the Caribbean by strengthening the IPALCA
network and by working in collaboration with Global POPIN, with the other United Nations
Regional Commissions and the regional POPIN networks.
7. Training of human resources in population and development: To train national
personnel to carry out population studies and to incorporate demographic factors into
development programmes and policies.
8. Collaboration with the Governments of the region in the execution of the Latin
American and Caribbean Regional Plan of Action on Population and Development: At the
twenty-fifth (XXV) session (Colombia, 1994) the ECLAC members agreed to establish a
Sessional Committee on Population and Development composed of representatives of the
country members of ECLAC. This committee was installed at the twenty-sixth (XXVI) session,
in 1996, as final responsible for the follow-up and review of the Regional Plan of Action.
CELADE and the subregional organizations have been requested to support such Committee
regarding the follow-up of regional and subregional activities, in close cooperation with
other international and United Nations agencies.
9. CELADE management, coordination and external relations activities: Planning and
substantive direction of research, training and technical cooperation activities.
Consolidation of activities addressed at increasing the usefulness of CELADE's production
in the design and application of development strategies and policies of the countries of
the region. Promotion of the integration of the different work areas of the Centre with
the ECLAC and United Nations systems. |
